Workforce Pell has two separate tests.
The institution evaluates whether the program qualifies. The student evaluates their own eligibility. We've encoded both — based on the One Big Beautiful Bill Act (July 2025) and the Department of Education's March 2026 NPRM.

Workforce Pell rules are based on the proposed March 2026 NPRM (public comment closed April 8, 2026). Final rules expected by July 1, 2026 and may differ.
